How payment is issued
Orange County expressly distinguishes agent authorization from assignment: an agent may act on behalf of the party of interest to collect excess proceeds while the party retains all rights. The current December 2025 Agent Authorization appoints the agent to apply for and collect and states the claimant is not assigning, selling, or transferring the right. Approved claims are paid by check through the Orange County Auditor-Controller. Exact check-payee designation is less explicit than Nevada and is preserved as verification grade B.
