NRS 361.610 expressly permits authorization by power of attorney, assignment, or another legal instrument to file and collect from the county treasurer. Nye County separately provides an Agent Form under which the claimant does not sell the refund right, appoints an agent to apply for and collect, and designates the payee and mailing address for excess-proceeds checks.
